Capes are the very epitome of presence, and you'll see that they vary from the tattered, battle-scarred cloaks of dark fantasy anti-heroes to the flowing, billowing capes of legendary heroes. It's this dramatic movement that fans seem to enjoy the most, especially when the artist has used bold lines to draw the folds of thick fabric billowing in the wind during a dramatic showdown.

There's also the high-contrast lighting and soft bokeh effects used to draw attention to the scale of the scene. Artists also enjoy adding little details, such as golden embroidery or metallic accents, or even a slight blur effect on the edge of the cape.
